President Obama publicly acknowledged the covert US drone program in Pakistan during a Q&A Monday ? the first public admission of what CNN described as "the worst kept secret in Washington and Pakistan."

The US has kept quiet about the program partially for the sake of the Pakistani government, which publicly and vociferously condemns the program because of strong public opposition at home, but?still permits the strikes. "A lot of these?strikes have been in the FATA, and going after Al Qaeda suspects who are up in very tough terrain on the border between Afghanistan and Pakistan. For us to be able to get them in another way would involve probably a lot more intrusive military actions than the one we're already engaging in," he said, according to CNN.

Obama defended the program, saying it had ?not caused a huge number of civilian casualties? and that it was ?important for everybody to understand that this thing is kept on a very tight leash," Agence France-Presse reports. According to the Washington-based New America Foundation, at least 1,715 people (and possibly many more) have been killed in Pakistan by drones in the past eight years.

Russia backs Assad, last friend in Arab world (AP)

MOSCOW ? Russia's defiance of international efforts to end Syrian President Bashar Assad's crackdown on protests is rooted in a calculation that it can keep a Mideast presence by propping up its last remaining ally in the region ? and has nothing to lose if it fails.

The Kremlin has put itself in conflict with the West as it shields Assad's regime from United Nations sanctions and continues to provide it with weapons even as others impose arms embargoes.

But Moscow's relations with Washington are already strained amid controversy over U.S. missile defense plans and other disputes. And Prime Minister Vladimir Putin seems eager to defy the U.S. as he campaigns to reclaim the presidency in March elections.

"It would make no sense for Russia to drop its support for Assad," said Ruslan Pukhov, head of the independent Center for Analysis of Strategies and Technologies. "He is Russia's last remaining ally in the Middle East, allowing it to preserve some influence in the region."

Moscow may also hope that Assad can hang on to power with its help and repay Moscow with more weapons contracts and other lucrative deals.

And observers note that even as it has nothing to lose from backing Assad, it has nothing to gain from switching course and supporting the opposition.

"Russia has crossed the Rubicon," said Igor Korotchenko, head of the Center for Analysis of Global Weapons Trade.

He said Russia will always be marked as the patron of the Assad regime regardless of the conflict's outcome, so there's little incentive to build bridges with the protesters. The U.N. estimates that more than 5,400 people have been killed since the uprising began in March.

"Russia will be seen as the dictator's ally. If Assad's regime is driven from power, it will mean an end to Russia's presence," said Fyodor Lukyanov, editor of the magazine Russia in Global Affairs.

Syria has been Moscow's top ally in the Middle East since Soviet times, when it was led by the incumbent's father, Hafez Assad. The Kremlin saw it as a bulwark for countering U.S. influence in the region and heavily armed Syria against Israel.

While Russia's relations with Israel have improved greatly since the Soviet collapse, ties with Damascus helped Russia retain its clout as a member of the Quartet of international mediators trying to negotiate peace between Israel and the Palestinians.

After Bashar Assad succeeded his father in 2000, Russia sought to boost ties by agreeing to annul 73 percent of Syria's Soviet-era debt. In the mid-2000s, Putin said Russia would re-establish its place in the Mideast via "the Syria route."

Syria's port of Tartus is now the only naval base Russia has outside the former Soviet Union. A Russian navy squadron made a call there this month in what was seen by many as a show of support for Assad.

For decades, Syria has been a major customer for the Russian arms industries, buying billions of dollars' worth of combat jets, missiles, tanks and other heavy weapons. And unlike some other nations, such as Venezuela, which obtained Russian weapons on Kremlin loans, Assad's regime paid cash.

The respected newspaper Kommersant reported this week that Syria has ordered 36 Yak-130 combat jets worth $550 million. The deal, which officials wouldn't confirm or deny, may signal preparations for even bigger purchases of combat planes.

Korotchenko said Syria needs the jets to train its pilots to fly the advanced MiG-29M or MiG-35 fighter jets it wants to purchase: "It's a precursor of future deals."

Russia, whose abstention in a U.N. vote cleared the way for military intervention in Libya, later voiced frustration with what it described as a disproportional use of force by NATO.

The Kremlin has vowed not to allow a replay of the Libyan strategy in Syria, warning that it would block any U.N. resolution on Syria lacking a clear ban on any foreign military interference.

Moscow accuses the West of turning a blind eye to shipments of weapons to the Syrian opposition and warns it won't be bound by Western sanctions.

Earlier this month, a Syria-bound Russian ship allegedly carrying tons of munitions was stopped by officials in Cyprus, an EU member, who said it was violating an EU arms embargo. The ship's captain promised to head to Turkey but then made a dash to Syria.

Asked about the ship, Russia's foreign minister bluntly responded that Moscow owes neither explanation nor apology to anyone because it has broken no international rules.

Nonetheless, Moscow has shown restraint in its arms trade with Damascus, avoiding the sales of weapons that could significantly tilt the military balance in the region.

In one example, the Kremlin has turned down Damascus' requests for truck-mounted Iskander missiles that can hit ground targets 280 kilometers (175 miles) away with deadly precision. While the sale of such missiles wouldn't be banned under any international agreements, Moscow has apparently heeded strong U.S. and Israeli objections to such a deal.

Moscow also has stonewalled Damascus' request for the advanced S-300 air defense missile system, only agreeing to sell short-range ground-to-air missiles.

"Russia has taken a very careful and cautious stance on contracts with Syria," Korotchenko said.

The most powerful Russian weapon reportedly delivered to Syria is the Bastion anti-ship missile complex intended to protect its coast. The Bastion is armed with supersonic Yakhont cruise missiles that can sink any warship at a range of 300 kilometers (186 miles) and are extremely difficult to intercept, providing a strong deterrent against any attack from the sea.

Observers in Moscow said that Russia can do little else to help Assad. The chief of the Russian upper house's foreign affairs committee, Mikhail Margelov, openly acknowledged that this week, saying that Russia has "exhausted its arsenal" of means to support Syria by protecting it from the U.N. sanctions.

Lukyanov said Russia has made it clear it would block any attempts to give U.N. cover to any foreign military intervention in Syria, but wouldn't be able to prevent Syria's neighbors from mounting such action.

"Russia realizes that it has limited opportunities and can't play a decisive role," he said.

Pukhov also predicted that Russia wouldn't take any stronger moves in support for Damascus.

"Going further would mean an open confrontation with the West, and Russia doesn't need that," he said.

(Reuters) ? A U.S. federal judge ordered the deportation on Friday of a high-ranking official from Taiwan who pleaded guilty last year to human trafficking charges for abusing her two Filipina maids, the U.S. attorney's office said.

Hsien-Hsien Liu, the 64-year-old director general of the Taipei Economic and Cultural Office in Kansas City, Missouri, was arrested in November and charged with fraud in foreign labor contracting in connection with her treatment of the two maids.

Liu ultimately admitted to forcing the two women, whom she hired in the Philippines and brought to work for her in the United States between 2009 and 2011, to toil day and night for significantly less pay than promised in their contracts.

U.S. District Judge Greg Kays sentenced Liu, who has been in custody since her arrest, to time served and ordered her deported back to Taiwan as part of a plea deal.

Prosecutors said Liu told one of the women she would pay her $1,240 a month to work eight hours a day, five days a week -- but only paid her $450 a month and forced her to work 16 to 18 hours a day, seven days a week.

She also installed surveillance cameras inside her home in Johnson County, Kansas, to monitor the woman, did not allow her to leave without supervision or permission, and seized her passport and visa and refused to return them.

According to an FBI affidavit filed in the case, Liu also warned the woman she "was friends with local law enforcement and well known in the community, so if the (female victim) acted out, she would be deported."

Liu pleaded guilty to the charges last November.

In addition to the deportation order, the judge also ordered Liu to pay $80,044 in restitution to the women, as well as an as-yet unspecified fine, and to cover the full costs of her incarceration and deportation, including round-trip airfare for the U.S. immigration agents who escort her back to Taiwan.

And they've suggested that more baggage could emerge in the fall, when the Republican nominee would be at the height of a general election battle against Obama.

"In the case of the speaker, he's got some records which could represent an October surprise," Romney said this week, referring to Gingrich's consulting work and ethics allegations when he was in the House. "We could see an October surprise a day from Newt Gingrich."

An outside group dedicated to helping Romney has spent almost $9 million on Florida television advertising, including a massive $4 million investment this week alone, to make the case even more explicitly.

"Newt Gingrich's tough talk sounds good, but Newt has tons of baggage. How will he ever beat Obama?" says the new ad from the so-called super PAC, Restore Our Future.

Gingrich, to be sure, is not letting such criticism go unanswered. He's telling everyone ? on the trail, in television interviews, on conference calls and in fundraising messages ? that he alone can defeat Obama. He points to his 12 percentage point victory in the South Carolina primary as proof.

Exit polling there showed that the majority of Republican voters, 51 percent, said that Gingrich was better suited to defeat the Democratic president.

"Their highest value was beating Obama," Gingrich told evangelical voters this week. "And if they thought Romney was the only person who could beat Obama, then they would swallow a lie. But the minute they thought there were two people who could beat Obama, they suddenly turned and said, Well, you know, maybe we should be for Newt."

Polls suggest that Gingrich could defeat Romney in Florida, a surge fueled partly by growing support from the tea party movement and continued anti-Romney sentiment. Gingrich drew massive crowds at venues across Florida this week.

But in those swelling crowds were conservatives who said they were drawn less by Gingrich's electability than his fiery rhetoric.

"He's a fighter. Mitt, I think, is too wishy-washy," said Dominique Boscia, a 43-year-old unemployed woman from Lakewood Ranch. "I like feisty people. I like people who have spunk."

That's certainly Gingrich. For months, he has used aggressive debate performances to fuel his underdog candidacy. He has consistently thrilled conservatives by promising to take the fight directly to Obama in a series of free-form debates modeled after the 1860 meetings between Illinois Senate candidates Abraham Lincoln and Stephen A. Douglas.

Should Obama refuse, Gingrich says he'll follow the president on the campaign trail until he agrees.

That gets good applause lines at rallies. But a closer look at polling suggests that a debate beat down doesn't necessarily mean Gingrich can beat the president in an election that will include independents and Democrats.

Gingrich struggled among independents in a recent Washington Post-ABC News national poll, in which 53 percent gave him unfavorable marks and just 22 percent had a favorable opinion of the former House speaker. While Romney has typically polled better among independents, the poll ? conducted between Jan. 18 and 22 ? found virtually no difference: 51 percent of independents viewed him unfavorably, compared with 23 with favorable views.

But when all Florida voters, including independents and Democrats, are asked to weigh in, Romney appears to have a strong advantage over Gingrich, according to a poll conducted by Suffolk University-WSVN-TV Miami. Romney would defeat Obama here 47 percent to 42 percent; Gingrich would lose, earning just 40 percent to Obama's 49 percent of likely Florida general election voters.

Romney is the aggressor in final Florida debate

JACKSONVILLE, Fla. (AP) - An aggressive Mitt Romney repeatedly challenged Republican rival Newt Gingrich Thursday night in the final debate before next week's critical Florida primary, demanding an apology for an ad saying he harbors anti-immigrant sentiments and ridiculing the former House speaker's call to colonize the moon.

"If I had a business executive come to me and say I want to spend a few hundred billion dollars to put a colony on the moon, I'd say, 'You're fired,'" Romney declared. That was just one particularly animated clash between two rivals struggling for supremacy in the race to pick an opponent to President Barack Obama in the fall.

Gingrich responded heatedly. "You don't just have to be cheap everywhere. You can actually have priorities to get things done." He said that as speaker of the House he had helped balance the budget while doubling spending on the National Institutes of Health.

The debate was the 19th since the race for the Republican nomination began last year, and the second in four days in the run-up to Tuesday's Florida primary. Opinion polls make the race a close one - slight advantage Romney - with two other contenders, former Sen. Rick Santorum of Pennsylvania and Texas Rep. Ron Paul far behind.

Gingrich's upset victory in the South Carolina primary last week upended the race for the nomination, and Romney in particular can ill-afford a defeat on Tuesday.

While the clashes between Gingrich and Romney dominated the debate, Santorum drew applause from the audience when he called on the two front-runners to stop attacking one another and "focus on the issues."

"Can we set aside that Newt was a member of Congress ... and that Mitt Romney is a wealthy guy?" he said in a tone of exasperation.

There were some moments of levity, including when Paul, 76, was asked whether he would be willing to release his medical records. He said he was, then challenged the other three men on the debate stage to a 25-mile bike race.

He got no takers.

In the days since Romney's loss in South Carolina, he has tried to seize the initiative, playing the aggressor in the Tampa debate and assailing Gingrich in campaign speeches and a TV commercial.

An outside group formed to support Romney has spent more than his own campaign's millions on ads, some of them designed to stop Gingrich's campaign momentum before it is too late to deny him the nomination.

With polls suggesting his South Carolina surge is stalling, Gingrich unleashed a particularly strong attack earlier in the day, much as he lashed out in Iowa when he rose in the polls, only to be knocked back by an onslaught of ads he was unable to counter effectively.

Thursday night's first clash occurred moments after the debate opened, when Gingrich responded to a question by saying Romney was the most anti-immigrant of all four contenders on stage. "That's simply inexcusable," the former Massachusetts governor responded.

"Mr. Speaker, I'm not anti-immigrant. My father was born in Mexico. My wife's father was born in Wales. ... The idea that I'm anti-immigrant is repulsive. Don't use a term like that," he added.

At the same time, Romney noted that Gingrich's campaign had been pressured to stop running a radio ad that called Romney anti-immigrant after Florida Sen. Marco Rubio called on Gingrich to do so.

He called on Gingrich to apologize for the commercial, but got no commitment.

About an hour later, Romney pounced when the topic turned to Gingrich's proposal for a permanent American colony on the moon - an issue of particular interest to engineers and others who live on Florida's famed Space Coast.

The audience erupted in cheers when Romney said he'd fire an executive who came to him with such a costly plan, but he wasn't finished.

He said the former speaker had called for construction of a new Interstate highway in South Carolina, a new VA hospital in northern New Hampshire and widening the port of Jacksonville to accommodate the larger ships that will soon be able to transit the Panama Canal.

"This idea of going state to state and promising people what they want to hear, promising hundreds of billions of dollars to make people happy, that's what got us into trouble in the first place," Romney said.

Gingrich responded that part of campaigning is becoming familiar with local issues, adding, "The port of Jacksonville is going to have to be expanded. I think that's an important thing for a president to know." He went on to refer to completion of an Everglades project that he did not describe, then noted he had worked to expand NIH while he was speaker.

Gingrich raised questions about Romney's wealth and his investments. "I don't know of any American president who's had a Swiss bank account," Gingrich said. Romney replied that his investments were in a blind trust over which he had no control. "There's nothing wrong with that," declared Romney, who has estimated his wealth at as much as $250 million.

Earlier Thursday, it was disclosed that Romney and his wife, Ann Romney, failed to list an unknown amount of investment income from a variety of sources including a Swiss bank account on financial disclosure forms filed last year. His campaign said it was working to correct the omissions.

Gingrich also failed to report income from his 2010 tax return on his financial disclosure. The former Georgia congressman will amend his disclosure to show $252,500 in salary from one of his businesses, spokesman R.C. Hammond said.

Debating in a state with a large and influential Jewish population, Romney and Gingrich vied to stress their support for Israel rather than criticize one another.

And all four men were quick to name prominent officials of Hispanic descent who deserved consideration for the Cabinet. Gingrich trumped the other three, saying, "I've actually thought of Marco Rubio in a slightly more dignified and central role," an evident reference to the vice presidential spot on the ticket.

Immigration was a recurring theme.

Gingrich said Romney was misleading when he ran an ad accusing the former House speaker of once referring to Spanish as "the language of the ghetto." Gingrich claimed he was referring to a multitude of languages, not just Spanish.

Romney initially said, "I doubt it's mine," but moderator Wolf Blitzer read it aloud and pointed out that Romney, at the ad's conclusion, says he approved the message.

As for immigration policy, it was difficult to discern their differences.

Both men said they want to clamp down in illegal immigration, create programs to make sure jobs go only to legal immigrants and deport some of the 11 million men and women in the country unlawfully.

Gingrich has never said how many illegal residents he believes should be deported, preferring to say that the United States is not going to begin rounding up grandmothers and grandfathers who have lived in the United States for years.

Romney agreed that was the case - and Gingrich said that marked a switch in position.

"Our problem is not 11 million grandmothers," Romney said. "Our problem is 11 million people getting jobs that many Americans, legal immigrants would like to have."

Romney and Gingrich also exchanged jabs over investments in Fannie Mae and Freddie Mac, two mortgage giants that played a role in the national foreclosure crisis that has hit Florida particularly hard.

Gingrich said Romney was making money from investments in funds that were "foreclosing on Floridians."

Romney quickly noted that Gingrich, too, was invested in mutual funds with Fannie Mae and Freddie Mac. He then added that the former House speaker "was a spokesman" for the two. That was a reference to a contract that one of Gingrich's businesses had for consulting services. The firm was paid $300,000 in 2006.

SEATTLE ? Facebook is partnering with Washington state to combat a type of spam called "clickjacking" that is plaguing the social networking site, company and state officials announced Thursday.

Two separate lawsuits were filed in federal courts in California and Washington state against Delaware-based Adscend Media LLC, which officials say is behind the spamming.

"The way we think about it, security is an arms race," Facebook's general counsel, Ted Ullyot, said alongside Washington state Attorney General Rob McKenna at the social media company's Seattle offices. "It's important to stay ahead of spammers and scammers."

In "clickjacking," links on Facebook promising shocking or salacious videos have code embedded in them that spreads the link to the user's page. That makes it seem like the user "liked" the link, with the aim of attracting more clicks from the user's friends. The links eventually lead users to a survey or information from an advertiser.

Adscend Media is spreading spam through misleading and deceptive tactics and has encouraged others to do the same, McKenna's office said.

An email inquiry sent to Adscend was not immediately returned, and an attorney for the company had not yet been listed in federal court records.

Social networking sites are popular targets for spammers because people are more likely to trust and share content that comes from people they know. This makes spam, scams and viruses easy to spread.

Still, Facebook says less than 4 percent of content shared on the site is spam. By comparison, about 74 percent of email is spam, according to security company Symantec Corp., though the bulk of it gets filtered out before reaching someone's inbox.

Facebook has more than 800 million users.

Named in Washington state's lawsuit are Adscend co-owners Jeremy Bash, of West Virginia, and Fehzan Ali, of Texas. The lawsuit says Adscend violated several state laws, as well as the federal CAN-SPAM act, which makes it unlawful to procure or initiate transmission of misleading commercial communication.

McKenna said Adscend has annual revenue of $20 million.

Washington state is the only state partnering with Facebook. The company said it partnered with Washington state because of a history in the state of technology consumer protection.

The attorney general said Washington state has been a leader in technology consumer protection since his predecessor, now Gov. Chris Gregoire, began filing suits against malware and spyware users.

"As spammers adjust their tactics, we adjust ours," McKenna said.

Pharma's niche focus spurs US aid for antibiotics (AP)

WASHINGTON ? The pharmaceutical industry won approval to market a record number of new drugs for rare diseases last year, as a combination of scientific innovation and business opportunity spurred new treatments for diseases long-ignored by drug companies.

Drug companies are increasingly taking advantage of the commercial benefits of developing so-called orphan drugs, which include extra patent protections, higher pricing and a streamlined review process by FDA. Among the innovative treatments approved in the past year were the first new drug for lupus in 50 years and the first new drug for Hodgkin's lymphoma in 30 years.

But the focus on specialty drugs has put pressure on the U.S. government to ramp up its own spending on vaccines, antibiotics and drugs for more widespread health threats, which are less profitable for companies.

Since 2006, government spending on research for familiar diseases like staph infections, smallpox and botulism has increased more than 660 percent, from $54 million to $415 million last year

"Many of these are everyday, general diseases that we thought we had conquered decades ago, but we've seen some of them pop up again," said Dr. Robin Robinson, director of the Biomedical Advanced Research and Development Authority, which is tasked with acquiring vaccines, drugs and other necessities for public health emergencies.

Since 2005, BARDA has awarded $3.5 billion to outside companies to encourage research and production of antibiotics, flu vaccines and other products that are seen as less profitable than specialty drugs.

"We have pushed the envelope more toward diminishing the risk for companies so that they'll be more interested in getting involved with us and developing things like vaccines and antivirals," said Dr. Anthony Fauci, infectious diseases chief at the National Institutes of Health, which funds research into bird flu, tuberculosis and other potential pandemics. The government's role in developing new therapies goes beyond awarding contracts and includes offering assistance in designing trials and recruiting test subjects.

The need for such assistance stems in part from a new focus among pharmaceutical companies on drugs for rare diseases or unusual strains of common diseases.

Eleven of the 30 new drugs approved last year, or 37 percent, were for rare medical conditions, the highest percentage on record since the FDA began offering incentives to develop such therapies, known as orphan drugs, about 30 years ago. Additionally, nearly half of the 30 drugs were cleared under FDA's "fast track" program reserved for drugs that fill an unmet medical need.

"The companies are saying `this is actually a viable model.' Whereas back in the nineties they were skeptical, now they seem convinced," said Mark Schoenebaum, an analyst with International Strategy & Investment.

Analysts credit scientific advances and looming patent expirations with the spate of innovative products. Drugs worth a mammoth $255 billion in global annual sales are set to go off patent before 2016, according to EvaluatePharma Ltd., a London research firm.

The pharmaceutical industry reached its peak of profitability in the 1990s with heavily marketed drugs for common afflictions, like AstraZeneca PLC's Nexium pill for heart burn and Pfizer Inc.'s Lipitor for high cholesterol. In the last decade drugmakers managed to extend the patents on those drugs by tweaking their formulations, resulting in so-called `follow-on' drugs. But with most of those products on the cusp of losing patent protection, drugmakers have finally been forced to innovate, often turning to hard-to-treat diseases for which there are few existing therapies.

The FDA grants companies seven years of exclusive, competition-free marketing for each newly approved orphan drug, as well as tax breaks on the costs of developing the drugs. Orphan drugs also typically command much higher prices than other drugs. Last year French drugmaker Sanofi paid $20 billion to acquire specialty drugmaker Genzyme, whose products range from $100,000 to $300,000 for one year's supply.

One side effect of the focus on developing drugs for rare diseases is increased investment by the government to spur research into more common public health threats with the potential to cause mass outbreaks of illness. One such threat comes from so-called superbugs, or bacteria that have grown resistant to antibiotic drugs.

Robinson says government support is needed to spur antibiotic development because of how sparingly the products are used in medical practice. After decades of routine use, many first-generation antibiotics like penicillin are no longer effective against common bacterial strains, such as the staphylococcus aureaus, which causes staph infections. Physicians are encouraged to use newer antibiotics only in critical situations so that superbugs have less chance to build a resistance to them. As a result, drugmakers do not see a large commercial market for new antibiotics. Now the federal government is providing an incentive.

BARDA has awarded a series of contracts to encourage development of new antibiotics that can be stockpiled for use in a natural outbreak or during a bioterrorism attack.

? The agency has allocated up to $64 million to Achaogen, a San Francisco startup, for development of a new antibiotic against tularemia, a bacterium that can cause pneumonia and urinary tract infections. Public health officials are especially focused on Tularemia because it could also be used in a potential bioterrorism attack. Robinson says the contract is an example a new strategy of encouraging companies to produce therapies with dual uses: as federal preparatory measures and as commercial medical products.

Achaogen has received $155 million in research contracts and has several antibiotics in early and mid-stage, though none are currently available for sale.

? Under a $38.5 million contract awarded in September, BARDA will help GlaxoSmithKline PLC test an experimental antibiotic against both bioterrorism agents and infections like hospital-acquired pneumonia.

The U.S. government has used a similar pump priming strategy to encourage investment in flu vaccines. The Department of Health and Human Services wants to be able to provide enough vaccine for the entire U.S. population within six months of a flu pandemic. To meet that goal the government has tried to boost vaccine production by encouraging more Americans to get the standard flu vaccine each year. The government's hope is that by making the shots routine for more Americans, companies will invest in larger vaccine facilities that can ramp up production in the event of a pandemic.

Last month Swiss drugmaker Novartis AG opened the first U.S. vaccine facility equipped with cell culture technology, a faster method for producing vaccines than the traditional technique using chicken eggs. The U.S. government provided half of the $1 billion investment for the facility, as part of its preparations for a potential flu pandemic.

Egypt's Islamist-led parliament to hold first session (Reuters)

CAIRO (Reuters) ? Egypt's parliament sits for the first time Monday since Hosni Mubarak was deposed after a historic election that put Islamists, repressed under the former president, in the driving seat.

The Muslim Brotherhood's party was the biggest winner in the first free vote in decades. It has vowed to guide Egypt in the transition to civilian rule after generals took charge after Mubarak was pushed out of office in February.

The rise of the Islamists marks a sea change from Mubarak's era when parliament was a compliant body stuffed with members of his National Democratic Party and the Muslim Brotherhood was officially banned though semi-tolerated.

Generals will remain in charge until after a presidential election in June when they have promised to handover power, although many Egyptians suspect the army may seek to cling on to power from behind the scenes even after that.

"It will be a historical session in Egypt's transition to democracy and civilian rule," Mohamed Beltagy, a leading member of the Brotherhood's Freedom and Justice Party (FJP), said before the first session, due to begin at 11 a.m. (0900 GMT).

One of the first steps in Monday's session will be electing the speaker, set to be the FJP's nominee, Mohamed el-Katatni.

Youth movements, who put national pride before religion when they galvanised Egyptians in the 18-day revolt against Mubarak, said they would demonstrate outside the assembly to ensure protesters killed in the uprising were not forgotten.

"We do not contest the popular mandate of parliament, but it better deliver on the rights of martyrs and wounded. We fear political parties may vie for political gain and ignore the youth," activist Mohamed Fahmy said.

Liberals were pushed into third place behind the FJP and ultraconservative Islamist Salafis led by al-Nour party, the surprise runners up. The FJP says it controls almost half the 498 elected seats, with a few re-runs still to be held.

REVIVAL

Although Islamists dominate, it is unclear whether they will form a single bloc in parliament, which will have a key role in drafting the new constitution. The Brotherhood has said it wants to be inclusive and ensure all voices in Egypt are heard.

Monday's session marks the revival of an assembly that in the early 20th century was a vibrant forum for the nation's aspirations and filled with deputies who vied with the monarch and Egypt's British overlords.

Parliament's independent voice was extinguished after a 1952 coup that toppled the king and swept military-backed autocrats to power. Mubarak was a former air force commander and the ruling military council is now led by Mubarak's defense minister for 20 years, Mohamed Hussein Tantawi.

"The Egyptian military seems at this point determined to carve out an exception to democratic rule for its area of power and interest," Human Rights Watch's executive director Kenneth Roth said Sunday at the launch of the group's annual report in Cairo.

Parliamentarians see the new assembly as bringing Egypt a step closer to ending military rule.

"We say that we respect and appreciate the army but the military council must be held accountable for any mistakes ... No one is above accountability," the Brotherhood's general guide, Mohamed Badie, said last week.

But the Islamist group has also previously said it does not seek a confrontation with the military.

Some analysts have suggested the army will not fully abandon politics unless the Brotherhood and other prominent political parties offer guarantees that it will not face legal retribution over the killing of protesters.

Mubarak, 83, is now on trial for his role in the deaths of 850 people during the uprising. Scores of people have been killed in sporadic eruptions of violence since then, including demonstrations against army rule in November and December.

Several youth groups say they will hold peaceful protests in front of parliament in central Cairo to ensure the new assembly supports those wounded or families of those killed in protests.

A Brotherhood source said its members would form a human chain around parliament to stop any protest turning violent.

Civil rights in Chile: Maid refuses to get on bus (AP)

CHICUREO, Chile ? Felicita Pinto arrived early at the gates of the luxurious community where she labors as a maid, but the minibus to her employer's home was late. So she decided to walk six blocks to work, on streets lined with broad lawns and imposing homes.

Security guards quickly chased her down and forced the 57-year-old widow back to the gate. Pinto's employer protested, as he had before, against the community bylaws that forbid servants to move at will.

Pinto's simple stroll helped set off national soul-searching over discrimination and mistreatment of domestic workers across Chile, where leaders ache to be accepted as representing an enlightened, developed nation. Local news media heard of the case and outrage followed when another homeowner in the El Algarrobal II development sought to justify the restrictions.

"Can you imagine what it would be like here if all the maids were walking outside, all the workers walking in the street and their children on bicycles?" neighbor Ines Perez told a local television channel.

Her comments prompted such a wave of insults and threats that Perez was forced to close her Facebook page.

Discrimination toward domestic workers is among the more entrenched social ills in Latin America and beyond. In luxury complexes just south of Peru's capital, maids can't swim in the ocean until their employers have left the water. In Mexico City, some luxury restaurants prohibit maids from sitting down to eat and some high-rises force workers to take the service elevators.

In today's Chile, however, human rights activists are challenging low pay, long hours and discrimination that afflict domestic workers. And so Pinto's decision to skip the bus has lit debate on social networks and has filled newspaper pages and radio and TV broadcasts with commentary. Thousands signed on to an Internet campaign against the subdivision's protocols, and about 20 people demonstrated in front of the gates on Saturday, some dressed as zombies in maid uniforms.

Pinto said the rules are humiliating.

"I feel just as if was a prisoner, a delinquent, a thief," Pinto told the Associated Press, describing several encounters with the guards.

Other workers are complaining as well.

Shortly before Pinto's rebellion became public, a nanny who works nearby in the Brisas de Chicureo Golf Club wasn't allowed to enter a pool with the 3-year-old girl she watches because she wasn't wearing the traditional maid's apron that all domestic workers are required to wear on the property. Chile's domestic workers union sued, and an appellate court on Jan. 5 granted an injunction suspending the uniform rule.

Edith Alonso, a maid in a nearby gated community, was among those protesting Saturday. She said she has got a good position now, but with a previous employer, "I suffered hunger, they counted every piece of fruit and bread, they made special food for themselves and forgot about the maid."

The administration of El Algarrobal II did not respond to requests from the AP for comment, but in an email to Pinto's employer, British shipping executive Bruce Taylor, it argued that maids, nannies, waiters, gardeners, construction workers and pool cleaners must ride the minibus to keep them from "committing robberies or providing information relevant to the privacy of other neighbors on their way to the house where they say they work."

There are more than 250 luxury homes in the complex, one of many gated communities in Chicureo, which 15 years ago was a bucolic rural town just north of the capital. Now, Chicureo has expensive private schools, a private health clinic and a walled-off toll highway that links it to other wealthy suburbs without exits to surrounding poor- and middle-class neighborhoods.

It's not easy to reach the town using public transportation, so the gated communities provide a refuge of sorts from the turmoil, traffic and crime that Chileans in other parts of the sprawling capital suffer. Still, as many as 700 workers a day enter El Algarrobal II. And until this month, each paid the equivalent of 60 cents each way for the minibus ride.

News about Pinto's complaints prompted the administration to suspend the fees.

Pinto's latest act of civil disobedience in December wasn't her first. Taylor said that several months earlier, she and his gardener, Claudio Marquez, refused to wait for the minibus and began to walk, "but the guards shoved her into a security vehicle, and kicked Claudio, who decided to quit" rather than submit, Taylor told the AP. Before that, still another gardener had been beaten by the guards and forced into a vehicle, he said in court papers.

Taylor has sued to overturn the bylaw against letting servants walk in the community, but judges have turned him down, saying the administrators have not acted illegally or arbitrarily, and that the rules were supported by a majority of the residents.

"The justice system didn't want to rule on the heart of the matter, the discrimination, and so other home owners here feel like they can do whatever they want," Taylor said.

And so Taylor has committed his own act of civil disobedience: He went to a notary and ceded part of his property to his maid ? it's a lovely corner surrounded with fruit trees where he's building a lake for swans ? to support his argument that Pinto should be allowed to walk freely in the streets.

While Taylor has lost in court, guards in recent weeks have allowed Pinto to walk to work, though others remain forbidden and she fears her exception will disappear once attention dies down.

The Chilean labor rights group Justa Causa ? "Just Cause" ? has now joined Pinto's cause. The group's lawyer, Nicolas Pavez, said Saturday that its last appeal has been turned down in the courts. Now it plans to accuse Chile before the InterAmerican Court of Human Rights of violating anti-discrimination treaties.

Meanwhile, other maids are coming forward, and Justa Causa is preparing lawsuits for them as well, Pavez said.

Marta Lagos, who directs the international Latinobarometro survey, said "Chile is an extremely tolerant country in terms of diversity. But having solidarity with your equals is one thing, and another is tolerance toward people who are different. This country is segmented, segregated: there are workers, the poor, and the rich, and each one of these segments is seen as bad by the other."

?Until quite recently the engineer who wanted to improve the quality of a communication channel concentrated his attention on reducing noise, or, to be more precise, on increasing the signal-to-noise ratio. The most direct way to achieve this is to increase the power of the signal. Within the past 15 years a host of new signal-processing devices?notably the electronic computer?have stimulated a different approach for transmitting signals with a minimum of error: the use of error-detecting codes. The principle underlying such codes has a long history. What is new is (1) a body of theory that tells the engineer how close the codes come to ideal performance and (2) techniques for constructing codes.?

Hiding Nukes
?It appears increasingly doubtful that an atomic-weapons test of significant dimension can be concealed either underground or in outer space. A five-kiloton nuclear explosion in an underground salt cavern near Carlsbad, N.M., in December was clearly recorded by seismographs as far away as Tokyo, New York, Uppsala in Sweden and Sodankyla in Finland. The seismograph records included tracings of the ?first motion,? considered critical in distinguishing between earthquakes and underground explosions.?

Besides keeping his engine in trim, he had to learn to drive straight, avoid holes and obstructions, and above all to earn money for the owner of the outfit by keeping it eternally on the move. Out of the necessity has grown a new type?a farmer-engineer of high caliber, tersely termed a ?tractioneer.??

Vickers Machine Gun
?Recently an improved type of the familiar Vickers light automatic rifle-caliber gun has made its appearance, and commands attention owing to its greater mobility and ingenious tripod. An appreciable reduction in weight has been also effected, for whereas the older weapon ready for use weighed 69 pounds, the new gun weighs only 36 pounds. This lessening of weight has been obtained by the use of high-class steel instead of gunmetal in the construction of all the parts.?
