Everything old was new again at the Oscars

Justin Bieber wasn't mincing words. "I'm here to bring you the 18 to 24-year-old demographic," the teen pop star told Billy Crystal in the opening Oscar montage. "So, how long do you want me to stay here for?"

The two were spoofing "Midnight in Paris," a film about time travel, and actually it did feel like Bieber had swooped in from the future. Because everything else about this year's Oscars had a distinct vintage feel, from the honored films harking back to early years of cinema, to the longevity of some of the winners, to Crystal himself, hosting for the ninth time.

Did the Return of Crystal achieve its purpose? The reviews were mixed, with some loving his familiar zingers, others feeling they were more than stale.

But Crystal can claim a victory for the over-60 set: The Nielsen Co. estimated Monday that 39.3 million people watched the Oscars on ABC Sunday night, up from the 37.9 million viewers during the much-panned 2011 show where the much younger James Franco and Anne Hathaway shared hosting duties.

Much has been made of the retro feel that characterized the two most-honored films: Best picture-winner "The Artist," a black-and-white, mostly silent paean to old Hollywood (it also took best director and actor), and "Hugo," an equally loving evocation of the early days of cinema, which took a fistful of technical awards.

But one could argue they were honored not because of a sudden wave of nostalgia, but because the craft involved in making them was fresh and creative. "If they weren't enormously inventive," says film historian Leonard Maltin, "nothing else would have mattered." Nobody, he reasons, had been crying out for a resurrection of the silent film or a movie that honors film pioneer Georges Melies.

But it was no coincidence that the Oscars brought back Crystal, who swooped in to save the day after Eddie Murphy pulled out. (Murphy had stepped down in solidarity with Brett Ratner, who resigned as producer of the show after making a gay slur.)

The choice of host also inevitably seemed like a reaction to the "young and hip" fiasco of last year's show, which tried to lure younger viewers with its attractive young hosts, only to falter, especially because Franco so relentlessly laid-back, it seemed like he wanted to be backstage partying. Meanwhile, when Crystal came on for a cameo, he received a standing ovation from the joke-starved crowd before he even spoke.

Some of Crystal's routines Sunday won praise: The montage where he inserts himself into films was typically clever, and included a kiss on the lips from George Clooney ? never a bad thing.

The host's best jokes were those that poked fun at the Oscars themselves: "Nothing takes the sting out of these tough economic times like watching a bunch of millionaires giving golden statues to each other," he quipped.

But a few others fell flat, including what some felt was an ill-advised moment in blackface for Crystal when he reprised his old "Saturday Night Live" impersonation of Sammy Davis Jr.

Maltin, a veteran watcher of Oscar telecasts, pronounced Crystal a success.

"It wasn't just his opening montage or song parody ? we've seen that before," he said. "It was the way he kept the ceremony lively and punctuated it with zingers and laugh lines. Not too many people can do that."

Comedian Andy Borowitz, who always keeps up a vigorous Oscar-night Twitter feed, had a different perspective.

"At 82, Christopher Plummer is 18 years younger than this Oscar show's jokes," he tweeted.

At another point, he wrote "This shtick feels old," then attributed the quote to his grandparents. At another point: "I never thought I'd say this, but I miss ... James Franco."

Age was a constant theme. When Plummer won his supporting actor Oscar ? the first of his career ? he spoke to the statuette: "You're only two years older than me, darling." Crystal then quipped that Plummer's win had bumped the average age of winners up to 67.

And the night was young. Still to come: the 76-year-old Woody Allen's first Oscar since 1987, the original screenplay award for "Midnight in Paris." No, he wasn't there to accept it ? he eschews award ceremonies ? and there was something comfortably familiar about that, too.

Meryl Streep's award for "The Iron Lady," her third Oscar, was also a tribute to longevity ? she'd been nominated 17 times and hadn't won in 29 years. But she chose to speak of longevity of another kind: marital. "Everything I value most in our lives, you gave me," Streep told husband Don, tearfully. She went on to give an equally emotional tribute to her makeup artist, J. Roy Helland, who had worked with her for 37 years.

Streep's minor upset aside ? many had predicted Viola Davis to win for "The Help" ? it was a predictable night. But a few moments stood out for entertainment value: An exaggerated flash of leg by Angelina Jolie, for example, in a high-slit dress got so much attention it had its own Twitter feed, Angie's Right Leg, which had more than 18,000 followers by Monday afternoon.

From Jolie's leg to Jennifer Lopez's, er, cleavage: Her stylist had to issue a statement officially denying speculation that too much of her breast had been revealed by the plunging V-neck of her Zuhair Murad gown.

And for all the talk of predictability, the unpredictability was in the details. If Octavia Spencer's supporting actress Oscar for "The Help" was expected, the spontaneous standing ovation she inspired was not, and it was a highlight of the night. "I'm sorry, I'm freaking out!" she gushed. "Thank you world!"

As for Jean Dujardin of "The Artist," his best-actor speech was a winning mix of Gallic charm, mangled English, and sheer ebullience. That French swear word that popped out at the end, when he tried to express what silent film star George Valentin would have said if he could talk?

Charmant, too.

"Wow! Amazing! Great!" he said, along with that much saltier word. "Thank you very much! I love you!"

Unadulterated bliss at the Oscars? That never gets old.

ESU's Hluschak, Ebewo chasing NCAA berths

EAST STROUDSBURG ? Redshirt seniors Adam Hluschak and Ed Ebewo will look to return to the NCAA Division II Wrestling Championships as they lead East Stroudsburg University into the Super Region 1 Tournament on Friday and Saturday at UNC-Pembroke.

Hluschak (141 pounds), a national qualifier two years ago, and Ebewo (197), who went last season and is ranked No. 1 in the region and No. 7 in Division II, can earn their second trips by finishing in the top four in the region. The NCAA Division II Championships will be held March 9-10 at Colorado State-Pueblo.

Redshirt sophomore Braden Turner (157) enters the tournament ranked No. 6 in the region. Redshirt senior Thad Frick (165), who was ranked in every poll this season, fell out this week but will have a shot at advancing this weekend. Redshirt sophomore Brendan McKeown (174), ranked No. 5 to open the season, has wrestled just three matches since Dec. 10 due to injury but is 3-0 in that stretch.

Last year, Jeff Jacobs won the regional title at 174 pounds to earn ESU's first regional championship in its second season in Division II. Ebewo advanced by placing third in his weight class. In 2009-10, Hluschak was the regional runner-up at 141 and Shane Mallory was fourth at 184 before finishing as the national runner-up.

The tournament begins Friday at 4 p.m. when the region's 13 schools will wrestle down to the four semifinalists at each weight class. The Saturday morning session begins at 11 a.m. and will include the championship and consolation semifinals. The championship and consolation finals will begin at 2:30 p.m.


Women's basketball Martin recognized again

EAST STROUDSBURG ? East Stroudsburg University forward Jessica Martin has been named the PSAC East Women's Basketball Freshman of the Week for the third straight week, and the seventh time this season, after averaging 8 points, 11 rebounds and 4 blocks in two games last week.

Martin, who has 69 blocks and leads the PSAC with 2.9 per game, is approaching the PSAC record for blocks by a freshman and set the Warriors' record for rebounds by a freshman on Saturday at West Chester.

Martin started the week on Wednesday with her fourth double-double of the season ? 10 points and 13 rebounds, along with 5 blocks and 2 assists ? in a 65-58 upset of PSAC Tournament-bound Millersville at Koehler Fieldhouse. She followed up with 6 points, 9 rebounds and 3 blocks in a loss at West Chester.

Martin is averaging 9.5 points, 7.6 rebounds and 2.9 blocks this season and broke ESU Hall of Fame member Lori Pio's freshman rebounding record with 183, surpassing Pio's mark of 178 in 1992-93. She is tied for sixth in the conference and is second among freshmen in rebounding, and has pulled down at least nine boards in five of ESU's last six games. She has hit double-figures six times and has five other games with nine rebounds during her freshman season.

With her eight blocks last week, Martin is three away from tying the PSAC freshman record of 72 set by Shippensburg's Ashley Totedo in 1995-96. The Warriors finish the 2011-12 season with two games this week, traveling to Bloomsburg on Wednesday and hosting Cheyney on Saturday.


College baseball Warriors still No. 3

EAST STROUDSBURG ? The East Stroudsburg University baseball program remained at No. 3 and received one of the nine first-place votes cast in this week's NCBWA Atlantic Region poll after improving to 5-0 with a doubleheader sweep at defending CIAA regular season champion Chowan on Saturday.

ESU moved up two spots to No. 3 in last week's poll after a three-game sweep at CIAA tournament runner-up Saint Augustine's last weekend. The Warriors outscored Saint Augustine's 28-1 in the series and posted 11-3 and 10-2 wins at Chowan in this weekend's series, which was cut two games short due to weather.

Sophomore OF Chris Knott, who was the NCBWA Atlantic Region Hitter of the Week for the series vs. Saint Augustine's, was 5-for-8 at Chowan and hit solo homer to break a 0-0 tie in the fifth inning of the opener. Senior 2B Ryan Guarino hit his fourth career home run later in the inning and the Warriors added seven more runs in the sixth inning.

ESU hit .446 for the series, with 17 hits in the first game and 12 in the second. The Warriors have a .367 average overall, led by Knott (.632, 12-19), redshirt senior 3B/OF Jason Kelmer (.467, 7-15) and sophomore C/DH Eric Forth (.417, 5-12), and have scored at least eight runs in each of their first five games.

Junior Brian Ernst (4.0 IP, 1 hit, 7 strikeouts) and sophomore Keenan Stare (3.1 IP, 1 hit, 7 strikeouts) both improved to 2-0 on the mound and sophomore Keith Moyer didn't allow a hit in a 2.2-inning relief appearance in the second game on Saturday. ESU has a staff ERA of 1.46 and has 40 strikeouts in 37.0 innings to open the season.

The top four teams in this week's poll stayed the same in Mercyhurst, Millersville, ESU and Seton Hill. The Lakers (3-0, seven first-place votes) and Marauders (3-1, one first-place vote) were both idle this week. Seton Hill opened its season with a two-game sweep at Limestone.

ITHACA ? Mansfield senior Justen Johnson, a Pocono Mountain West graduate, set the school record in the 200 meters to highlight a record-setting day for the Mansfield indoor track & field team at the Deneault Invitational Saturday at Cornell University.

Johnson won the 200 meters with a time of 22.34 to better David Coyle's 1998 record of 23.06. Johnson holds the school record for the 60, 200, 300, 400, and 500 meter races. His record-setting time also qualifies him for the ECAC/ICAAA Championships.

Howard Fineman: HuffPost Citizen Journalists at the Conventions: We Are the History We Have Been Waiting for

WASHINGTON -- Forget the "smoke-filled room." Politics today are conducted in a Tweet-filled blogosphere. That mix of human and digital space will be at its buzziest and most influential late next summer, when the political parties hold their nominating conventions.

And in spite of -- and in some ways because of -- the ever-deepening flood of candidate advertising, politics (and journalism) today are a do-it-yourself, web-based and socially-connected enterprises.

Which is where you come in.

Because you are reading the Huffington Post -- and this blog -- I bet that you will be inspired by a convention-season contest we are announcing today.

We want to find the best, most creative citizen journalists in America and Canada and send them, at our expense, to cover the conventions in their own way, with their own vision and their own ideas.

Do you think you could and should be one of them? All you have to do -- starting today and ending on March 8th -- is send us an embeddable video explaining why we should choose you, what you would cover and which medium (or mix of them) you want to use to do so.

Send the video to offthebus@huffingtonpost.com. We'll post it with others' videos.

Then, with the help of our reader/viewers, HuffPost editors will select 24 citizen journalists to cover the Republican Convention in Tampa, Florida, August 27th to August 30th and the Democratic Convention in Charlotte, North Carolina, September 3rd to September 6th.

The winners -- up to 12 for each convention -- will get official credentials, airfare, hotel accommodation for five nights, and a basic per diem.

They also will get a once-in-a-lifetime chance to see history in the making, and report on it as it happens for one of the world's leading news sites.

If you become part of the citizen journalism team, you will also become part of the pioneering heritage of the Huffington Post, which supports citizen journalists in an election-year program called Off the Bus.

In the 2008 campaign, some 10,000 amateur, do-it-yourself journalists took part in one way or another -- from checking political advertising logs at TV stations to writing major pieces with major scoops in them.

At this early stage of the 2012 campaign, some 1350 citizen journalists have been digging into coverage of the election. That number will grow as the campaign year goes on.

But you don't have to be an Off the Bus participant to enter the convention contest.

All you need to do send in the explanatory video -- on the YouTube platform or whatever other platform you want, or by tagging an embedded video as "OfftheBus" on Tumblr.

If you've read this far you also know that the conventions in Tampa and Charlotte are likely to be two of the most pivotal in recent history.

For the first time in two generations, there is a chance of an open convention -- that is, one in which no candidate arrives with a majority of delegates in hand. That could happen at the GOP convention in Tampa this year.

The Democrats know whom they are going to nominate -- President Obama -- but the action in Charlotte could be interesting for two reasons: the Democrats' need to put on a show to impress the nation, and the possibility that Occupy Wall Street forces will be in the streets.

Eastern Europeans fuel fight for Internet freedoms

(AP) ? Eastern Europe's tradition of political revolt has met the digital age. This time it's not communists or food shortages fueling fury, but an international copyright treaty that opponents say threatens freedom on the Internet.

A grassroots protest movement erupted last month in Poland and spread quickly across the former Eastern Bloc and beyond. The growing opposition against the Anti-Counterfeiting Trade Agreement, or ACTA, has raised questions about the fate of the treaty, which is important to the governments of the United States and other industrialized economies.

There have been street protests across Eastern Europe, attacks on government websites in the Czech Republic and Poland, even a heartfelt apology from a Slovenian ambassador who signed it and then decried her act as "civic carelessness."

In a region where people remember being spied upon and controlled by oppressive communist regimes, the treaty has provoked fears of a new surveillance regime.

The pact aims to fight intellectual property theft ? like fake Gucci handbags and violations of pharmaceutical patents. But it also targets online piracy ? illegal downloads of music, films and software ? and calls for measures that critics say would bring surveillance of Internet users.

"Most of the people who have gone to the streets are young and don't remember communism themselves, but Polish society as an entity remembers," said Jaroslaw Lipszyc, the president of the Modern Poland Foundation, an organization devoted to education and developing an information society.

"In Poland freedom of speech is of special value, and there is a history of fighting for it."

Lipszyc, a prominent ACTA opponent, sees his work today as a natural extension of the same struggle for free expression that prompted his own family to illegally print anti-communist essays in their basement during the 1980s.

Eastern European countries, even those now in the European Union, are still much poorer than the West, and among critics are people who fear losing access to free ? sometimes illegal ? entertainment. With joblessness in Poland at 12.5 percent and the monthly minimum wage at just 1,500 zlotys ($465) pre-tax and average wages at 3,605 zlotys ($1,130), many say they can't afford 20 zlotys ($6.30) or more for a movie ticket.

"People became furious," said Katarzyna Szymielewicz, director of Poland's Panoptykon Foundation, which campaigns for privacy rights in a context of modern surveillance and opposes ACTA. "We have a history of rising up against injustice."

ACTA went from being an obscure international agreement to a household term in Poland in mid-January when the government said it would sign it within days. Civil rights organizations like Panoptykon were outraged because the government failed to consult with them first.

Szymielewicz said they got word out on Twitter and other social forums, and soon Internet activists in Poland and abroad ? some with the group "Anonymous" ? waged attacks on government websites, including those of the prime minister and parliament, leaving some unreachable for days.

The anger drew on a broader frustration in society, especially among youth, over a lack of jobs and a sense of alienation from the political process.

"This was the last drop that made it a flood," Szymielewicz said. "The Internet is a space of freedom ? something people feel really belongs to them ? and suddenly the government interferes with this space."

Poles and others were also primed to act because many had been following the opposition in the United States to two similar initiatives, the Stop Online Piracy Act and Protect Intellectual Property Act ? known popularly as SOPA and PIPA. American lawmakers shelved those bills after massive pressure that included a one-day blackout by Wikipedia and other Web giants.

Days later, Poles took to the streets across the country against ACTA ? activism that spread to Berlin, Sofia, Bucharest and many other cities where thousands rallied last Saturday. More rallies are planned for Feb. 25.

Opponents are also angry that the treaty was negotiated for almost four years in secret without input from civic rights groups, giving them the impression that it is a backroom deal made on behalf of powerful industries.

The United States and other proponents of ACTA deny that it will be invasive. They argue that protecting intellectual property rights is needed to preserve jobs in innovative and creative industries. The online piracy of movies and music costs U.S. companies billions of dollars every year.

Washington also vows that individuals would not be monitored online and that ACTA would instead target companies that profit from using pirated products like software.

"Civil liberties would not be curtailed," says the Office of the U.S. Trade Representative, which signed ACTA in October.

But opponents say the agreement is worded so vaguely that it is unclear what would be legal and what not. Some people fear they could be prosecuted for, say, mixing home video footage with a Lady Gaga song and putting it on YouTube to share with friends.

"Because it's unclear what is allowed, people will limit their creativity," said Anna Mazgal, a 32-year-old Polish civil rights activist. "People could censor themselves out of fear because it's so vague."

Many opponents also fault ACTA for putting commercial values like profit above rights like freedom of expression.

"It's not surprising that European citizens are taking to the streets in the thousands to protest against an agreement that puts rightsholders' private economic interests ahead of their fundamental rights," said Gwen Hinze, the international intellectual property director with the Electronic Frontier Foundation, a San Francisco-based group that defends civil liberties on the Internet.

All the uproar has put ACTA's supporters on the defensive, at least for now.

The agreement has already been signed by the United States, Japan, South Korea and about 20 other countries.

But some governments which have signed it now say they won't ratify it, including Poland, Slovenia and Bulgaria. The Czech Republic says it needs to analyze the matter before deciding. A key test will come in the summer when the European Parliament will vote on it.

Germany says it supports ACTA as a way of defending intellectual property rights, but has promised to clarify doubts about it before signing it. Thousands protested last Saturday against ACTA across Germany, where data protection has long been a widespread concern and officials have clashed with Internet giants such as Google and Facebook over privacy issues.

The Slovenian ambassador to Japan, who signed it in Tokyo last month on behalf of her nation, later apologized, saying she had not understood at the time how it could limit freedom "on the most significant network in human history."

"I signed ACTA out of civic carelessness," Helena Drnovsek Zorko wrote on her blog.

Stocks edge higher as unemployment claims drop (AP)

NEW YORK ? Stocks edged higher on Wall Street early Thursday on several encouraging reports about the U.S. economy, including a drop in claims for unemployment benefits. Continuing uncertainty about Greece's debt problems kept the gains in check.

The Dow Jones industrial average was up 54 points to 12,834 shortly after 10 a.m. Dow futures had been lower before the market opened on fears that Greece's latest bailout package could fall apart.

The broader Standard & Poor's 500 was up 4 at 1,347 and the Nasdaq composite was up 11 points at 2,926.

The Labor Department said weekly applications for unemployment benefits dropped for the fourth time in five weeks, reaching their lowest point since March 2008. The agency also said one broad measure of wholesale inflation came in lower than expected last month.

The stronger reading on the U.S. jobs market led traders to sell Treasury bonds, pushing yields lower. The yield on the 10-year Treasury note, a common benchmark for lending to consumers and businesses, rose to 1.95 percent from 1.93 percent late Wednesday.

European markets did not fare as well. Major indexes in France, the U.K., Germany and Spain slid on worries over whether Greece will secure a bailout. However, the ATHEX index in Greece climbed 0.5 percent.

As it has for weeks, deal-making on bailing out Greece dawdled on without any real clarity. Greece is trying to negotiate with its lenders, including the 16 other countries that use the euro, for breaks on some of its loans coming due next month.

Some of the lenders, including richer euro zone countries like Germany, have complained that Greece hasn't lived up to previous commitments to cut spending, a hard task in a country where citizens have grown used to extravagant government spending. There are also concerns that the second, euro130 billion bailout currently being negotiated wouldn't be enough to lift Greece out of its steep recession anyway, which could make Germany and other countries less likely to sign off on it.

If Greece doesn't get the bailout, it will default on loans due next month and could be forced to leave the euro. Some richer euro zone countries now seem to think that such an outcome wouldn't be such a bad outcome after all.

Greek Finance Minister Evangelos Venizolos told the country's president, Karolos Papoulias, that there were "many in the euro zone who don't want us any more." Meanwhile Germany's finance minister, Wolfgang Schaueble told German radio he's "not sure even now whether all in the political parties in Greece are aware of their responsibility for the difficult situation of their country."

European stocks and the euro fell and borrowing rates rose for Italy and Spain, a sign that investors are worried that the two countries would be dragged back into a crisis that had shown some signs of easing. Portugal, another troubled euro zone country, reported 14 percent unemployment, the highest on record.

U.S. financials fell slightly after Moody's said it may lower the ratings of some of the world's largest banks, including U.S heavyweights Citigroup, Bank of America, JPMorgan Chase, Goldman Sachs and Morgan Stanley, because stricter regulations and a struggling economy will crimp their long-term prospects for growth.

In other stocks making big moves:

? General Motors rose 4 percent, boosted by news that it had earned its highest profit ever in 2011, just two years after the auto giant teetered near collapse and had to be rescued by taxpayer money. The profit masked some troubling statistics, including losses in Europe and South America, but investors didn't seem to mind.

? Jam maker J.M. Smucker plummeted 9 percent after the company missed analysts' estimates for net income and revenue.

eBay Buyers, Sellers Give Record $63 Million To Charity In 2011

eBay's good deals just got a little better.

The auction site enabled its users to give a record $63 million, or $120 a minute to charitable causes last year, according to a statement released Monday.

The company's PayPal division also processed $3 billion in transactions for more than 200,000 nonprofits.

"We are committed to using our global commerce platforms and technologies to drive social innovation and create scalable, measurable impact," said John Donahoe, President and CEO of eBay, Inc., in the release.

Realizing that big-name stars help drive even more charitable purchases, eBay launched its celebrity page in early November, the Associated Press reported -- which recently included a $10,200 sale of Miami Marlins shortstop Jose Reyes' dreadlocks to benefit the Make-A-Wish Foundation of Southern Florida.

"We know that our customers have been coming to eBay specifically to look for and connect with their favorite charities and celebrities," Richelle Parham, chief marketing officer of eBay North America, told the AP. "For many years, the eBay platform has been the choice for celebrities who are looking to raise funds for their charities."

But the impact from the company doesn't just come from its buyers and sellers. eBay founder Pierre Omidyar and his wife, Pamela, received the Carnegie Medal of Philanthropy Award in October for having donated $1 billion to helping to make the world a better place.

"I created [eBay] with the belief that people are good. If you give people the opportunity to do the right thing, you'll rarely be disappointed," Omidyar told The Huffington Post. "After eBay became so financially successful, I really felt a sense of responsibility to put that to good use."

Moody's warns it may cut AAA-rating for UK and France (Reuters)

NEW YORK (Reuters) ? Rating agency Moody's warned it may cut the triple-A ratings of France, Britain and Austria and it downgraded six other European nations including Italy, Spain and Portugal, citing growing risks from Europe's debt crisis.

Moody's move was less aggressive than rival agency Standard & Poor's, but its action puts London's prized top credit rating in jeopardy for the first time.

It said it was worried about Europe's ability to undertake the reforms needed to address the crisis and the amount of funds available to fight it. It also said the region's weak economy could undermine austerity drives by governments to fix their finances.

The euro and sterling fell after the announcement, with pound falling 0.4 percent to $1.5703 and the single currency dipping 0.3 percent to $1.3154. European and U.S. equity index futures were also lower.

The U.S. rating agency said it changed the outlooks for the ratings of France, Britain and Austria to negative due to "a number of specific credit pressures that would exacerbate the susceptibility of these sovereigns' balance sheets."

Germany's top-tier rating was described as "appropriate" by Moody's, and it affirmed the triple-A rating on the euro zone's bailout fund, the European Financial Stability Fund (EFSF).

Moody's, which said late last year it was reconsidering its European ratings, cut the ratings of Italy, Portugal, Slovakia, Slovenia and Malta by one notch. It downgraded Spain by two notches.

Moody's said the scope of the downgrades was limited due to "the European authorities' commitment to preserving the monetary union and implementing whatever reforms are needed to restore market confidence."

The announcement came a day after Greece's parliament approved a deep new round of budget cuts in the hope of securing new bailout funds and avoiding a chaotic default in March.

Bart Oosterveld, managing director at Moody's sovereign risk group, declined to comment on the state of the negotiations between Athens and its creditors, but said that if Greece were to leave the European Union the impact on financial markets and credit ratings "would be quite profound."

And he warned that European credit markets may still deteriorate despite efforts by the European Central Bank to ease financing pressures with its three-year refinancing operations.

"The markets are better in the short term but probably not in the longer term," Oosterveld told Reuters in an interview. "We think the markets remain quite fragile."

The rating outlooks of the nine countries affected by Moody's action was set to negative, "given the continuing uncertainty over financing conditions over the next few quarters and its corresponding impact on creditworthiness," Moody's said.

BRITAIN, FRANCE UNDER PRESSURE

Britain's finance minister responded by saying the country must keep its promise to slash its large budget deficit.

"This is proof that, in the current global situation, Britain cannot waver from dealing with its debts," Finance Minister George Osborne said. "This is a reality check for anyone who thinks Britain can duck confronting its debts."

The government in Britain has come under increasing pressure to soften its austerity measures to give a stalling economy room to breathe.

The French government said it would press ahead with its policies to improve competitiveness and growth while reducing the government deficit.

"The government is determined to press ahead with its actions to boost growth and competitiveness, notably the reform of the financing of welfare, of employment and the reduction of public deficits," Finance Minister Francois Baroin said in a statement.

The precarious state of European sovereign finances was underlined on Monday, when the head if China's sovereign wealth fund brushed aside an appeal from German Chancellor Angela Merkel to buy European government debt, saying such bonds were "difficult" for long-term investors.

A retreat from European government debt has already been boosting relatively high-yielding Australian and New Zealand debt, as cashed-up Asian sovereign wealth funds and other major bond investors look for safe havens to diversify their holdings.

Reserve Bank of Australia Assistant Governor Guy Debelle said on Tuesday that net purchases of Australian debt by foreigners over the first three quarters of 2011 amounted to more than 3 percent of gross domestic product, markedly larger than Australia's current account deficit.

"Our discussions with market participants suggest that a sizeable share of recent purchases has been by sovereign asset managers," said Debelle.

Moody's move on Monday follows one last month by Standard & Poor's, which stripped France and Austria of their triple-A status, while Italy, Spain, Portugal, Cyprus, Malta, Slovakia and Slovenia were downgraded. S&P also cut the EFSF by one notch.

Also in January, rating agency Fitch downgraded the sovereign credit ratings of Belgium, Cyprus, Italy, Slovenia and Spain, indicating there was a 1-in-2 chance of further cuts in the next two years.
