AUGUSTA, Ga. -- A local nonprofit organization is receiving a grant for more than $300,000 to help local homeless families get back on their feet.

With this money, Action Ministries in Augusta is planning to quadruple its impact.

"We provide all of the furniture and appliances that they need for their home," explained Janna Thomas, executive director of the Action Ministries housing program. "Our program serves people who have multiple barriers to housing and self-sufficiency. So not only do they need a job, but they need to increase their education. Their kids are often a grade level or more behind in school."

The housing program serves 19 counties in Georgia and currently has 45 transitional homes throughout the state. Families who qualify are chosen to move into the home and begin to reestablish a stable life.

"Some families are living in vans or in abandoned houses, unfit living conditions," Thomas said.

Right now, Action Ministries has two houses in the Richmond and Columbia County area.

The $308,908 HUD Continuum of Care Supportive Housing Program grant will provide for eight new homes in Augusta. It's given by the Department of Housing and Urban Development. The program will lease the homes and help furnish them for free. The goal is for new families to go from homeless to hopeful.

The progam is two years. Families receive job search support and budget counseling. Thomas says one family graduated in December.

"It's incredible to see the difference in the desperation they felt when they came into the program to the confidence that they have as an entire family after they finish," she said.

The selected Augusta families will move in as early as July of this summer. They'll furnish their home from donations from Action Ministries' furniture warehouse in downtown Augusta, one of the largest furniture banks in the state. They will now be operating a total of 10 transitional homes in our area.

"It's wonderful for a family who's been homeless to move into a home that has beds and couches and a kitchen table for a family to eat around," Thomas said.

Thomas is thankful this grant will help them meet needs of the homeless population in the CSRA -- a number that's growing rapidly every year. One report shows almost 20 percent of our area lives in poverty. That comes out to more than 71,000 people living in substandard housing or are homeless.

Scientists at the Gladstone Institutes have discovered a key protein that regulates insulin resistancethe diminished ability of cells to respond to the action of insulin and which sets the stage for the development of the most common form of diabetes. This breakthrough points to a new way to potentially treat or forestall type 2 diabetes, a rapidly growing global health problem.

In a paper being published online this week in the Proceedings of the National Academy of Sciences, researchers in the laboratory of Gladstone Investigator Katerina Akassoglou, PhD, describe an unexpected role of the p75 neurotrophin receptor in controlling how the body processes sugar. Called p75NTR, this receptor protein is usually associated with functions in neurons.

"We identified that p75NTR is a unique player in glucose metabolism," said Dr. Akassoglou, who is also an associate professor of neurology at the University of California, San Francisco, with which Gladstone is affiliated. "Therapies targeted at p75NTR may represent a new therapeutic approach for diabetes."

The pancreas makes a hormone called insulin that processes glucose, moving it from the bloodstream into the body's cells where it is used for energy. Insulin resistance is a key feature of Type 2 diabetes, in which glucose builds up in the bloodstream and the body's cells are unable to function properly. According to the Centers for Disease Control and Prevention, more than 20 million Americans have type 2 diabetes.

"Type 2 diabetes has become a very serious health problem and it is increasing at an alarming rate," said Lennart Mucke, MD, who directs the institute in which the research was conducted. "These findings provide an important new avenue for developing better therapies to combat this deadly diseasethe seventh leading cause of death in the United States."

Complex signaling interactions between several different types of tissueincluding fat, liver, muscle and brainregulate glucose metabolism. Because p75NTR is found in fat and muscle tissue and participates in many important functions in the cell, Gladstone scientists hypothesized that p75NTR might also help to regulate glucose metabolism.

To study this, the researchers used mice that lacked the genes for p75NTR. They compared these mice to normal mice and discovered that those lacking p75NTR were more responsive to insulin when fed a normal diet. Second, they used some molecular biology tricks to block the action of the p75NTR protein in fat cells. This also resulted in increased glucose absorption in response to insulin. In contrast, when they caused the fat cells to make more p75NTR, glucose absorption was reduced. Additionally, the researchers found that another important regulatory molecule, Rab5, played a key role in p75NTR's impact on metabolism.

"Importantly, regulation by p75NTR enhanced insulin's effectiveness in normal lean mice on a normal diet," said Bernat Baeza-Raja, PhD, postdoctoral fellow and lead author of the study. "Because these mice already process glucose efficiently, the actions of p75NTR on glucose transport indicate a direct role of this protein in the regulation of glucose metabolism."

"Our studies of p75NTR's unanticipated role in regulating glucose metabolism suggest a new target for drug therapies," said Dr. Akassoglou. "Future work is needed to test whether this finding may translate into a potential treatment."

"Type 2 diabetes has become a very serious health problem and it is increasing at an alarming rate," said Lennart Mucke, MD, who directs the institute in which the research was conducted. "These findings provide an important new avenue for developing better therapies to combat this deadly diseasethe seventh leading cause of death in the United States."

Complex signaling interactions between several different types of tissueincluding fat, liver, muscle and brainregulate glucose metabolism. Because p75NTR is found in fat and muscle tissue and participates in many important functions in the cell, Gladstone scientists hypothesized that p75NTR might also help to regulate glucose metabolism.

To study this, the researchers used mice that lacked the genes for p75NTR. They compared these mice to normal mice and discovered that those lacking p75NTR were more responsive to insulin when fed a normal diet. Second, they used some molecular biology tricks to block the action of the p75NTR protein in fat cells. This also resulted in increased glucose absorption in response to insulin. In contrast, when they caused the fat cells to make more p75NTR, glucose absorption was reduced. Additionally, the researchers found that another important regulatory molecule, Rab5, played a key role in p75NTR's impact on metabolism.

"Importantly, regulation by p75NTR enhanced insulin's effectiveness in normal lean mice on a normal diet," said Bernat Baeza-Raja, PhD, postdoctoral fellow and lead author of the study. "Because these mice already process glucose efficiently, the actions of p75NTR on glucose transport indicate a direct role of this protein in the regulation of glucose metabolism."

"Our studies of p75NTR's unanticipated role in regulating glucose metabolism suggest a new target for drug therapies," said Dr. Akassoglou. "Future work is needed to test whether this finding may translate into a potential treatment."

MEXICO CITY (AP) ? A Supreme Court panel voted Wednesday not to free a Frenchwoman who says she was unjustly sentenced to 60 years in prison for kidnapping in a case that has put Mexico's troubled justice system on trial and become a cause celebre in France.

The case of Florence Cassez has strained relations between the countries and it is also the center of a vigorous debate between Mexicans who say she was abused by the criminal justice system and those who say setting her free would only reinforce a sense that crimes such as kidnapping go unpunished.

French President Nicolas Sarkozy has repeatedly called for Cassez to be freed, while Mexican President Felipe Calderon has urged the court panel to uphold justice for victims.

Cassez's case "simply holds up a mirror to practices of our justice system," said Ana Laura Magaloni, dean of legal studies and the Center for Economic Research in Mexico City.

Cassez was arrested in 2005 and convicted of helping a kidnapping gang allegedly led by her boyfriend that kept victims at the compound where she was living on the outskirts of Mexico City. She has denied involvement and said she didn't know victims were being held there.

At least one victim identified her as one of the kidnappers, though only by her voice, not by sight.

Cassez's imprisonment became a hotly debated issue in France after Mexican police acknowledged they staged a televised raid of the ranch in which officers appeared to rescue the hostages and detain Cassez. The Attorney General's Office acknowledged that, in fact, Cassez had been arrested the day before outside the ranch.

Police later acknowledged they were dressed in civilian clothing and were let into the ranch by Israel Vallarta, Cassez's ex-boyfriend who was also arrested.

Mexican police hauled her back to the ranch and forced her to participate in their staging of the raid for television cameras, a sort of media display that is not unusual in Mexico.

Supreme Court judge Arturo Zaldivar cited that incident and other irregularities when he proposed this month that Cassez should be set free. He said police also were late in allowing her access to the French consul.

A panel voted 3-2 against freeing her but four also said there were violations to her rights and that the case needs to be reviewed. A new judge will now have to present a proposal that considers what effects those violations had on her case. That will be voted on by a panel of five judges.

"It's a great step to have the justice system recognize that the case has not been fair, that there were very grave violations" said Cassez's lawyer, Agustin Acosta.

Zaldivar's proposal divided a country that is struggling to repair a legal system that routinely shrugs at torture or tramples on the rights of defendants but that also is fed up with rampant drug violence and kidnappings.

Federal figures show kidnappings have at least doubled since 2007, with 1,152 reported between January and November of 2011, though the number is likely much higher. Most kidnappings in Mexico still go unreported.

A widely viewed documentary film, "Presumed Guilty," last year detailed the story of a man arrested off the street and held for several years for a murder he didn't commit.

Yet legal experts say more than 95 percent of crimes in Mexico are never prosecuted.

When a woman in the border state of Chihuahua was gunned down in the street while protesting the release of a man accused of killing her daughter, national outrage was so strong that the judges involved were suspended.

Various public opinion polls say 65 to 74 percent of Mexicans think Cassez is guilty and many express resentment at French pressure to win her freedom.

Still, some defend Zaldivar's push to uphold the letter of the law as a protection for all defendants.

"If this is allowed to stand, we are all at risk," Miguel Carbonell, a legal expert from Mexico's National Autonomous University, said recently of the Cassez conviction.

But many believe any violation of due process was not serious enough to let Cassez go free.

Jose Cuitlahuac Salinas, Mexico's deputy prosecutor for organized crime, said last week Cassez did receive assistance from her consulate and that the reenactment was justified because it was for "the public broadcasting of an issue of national interest."

Mexico in 2008 implemented a judicial reform that called for open trials and reinforced the principle of innocence until proven guilty. The old system, still in place in most of the country, was blamed for fostering corruption and confessions extracted by torture.

Cassez was sentenced in 2008 to 96 years in prison for four kidnappings. The sentence was reduced to 70 years a year later when she was acquitted of one of the charges.

The case of her former boyfriend, Israel Vallarta, is still being decided in the courts.

Early last year, a court rejected a plea to dismiss the charges and confirmed the 60-year sentence.

Luis de la Barreda, director of the Citizens Institute for Crime Research, said last week said the Cassez case presents a fundamental dilemma.

"Not a single kidnapper should be set free," he said, "but neither do I wish that a single innocent person be behind bars, as a scapegoat, as a victim of social vengeance."
